IAC???

ok so when i got my car the IAC was disconnected and it will not idle cold. i have been looking over pictures and i think i have figured out where the lines go but is the little plastic thing between the iac and the vacuum can on the throttle lever side necessary? sorry my brain has stopped and i can think of the technical terms right now heres a pic i found its the white red and black thing http://www.padandwheels.com/mr2/TPS/6tbon.jpg
